Qualification
- Master’s or Bachelor’s (Hons) degree (16 years of education) in:
- GIS / Geomatics
- Computer Science
- Civil Engineering
- Urban / Regional Planning
- Or any related discipline with a strong GIS/MIS component
- Degree must be from an HEC-recognized university / concerned board
Experience
- Minimum 10 years of relevant and specific experience in:
- GIS and database-driven information systems
- Surveying & drone operations/software
- Land administration & cadastral mapping
- Resettlement or infrastructure projects
- Preference will be given to candidates with experience in:
- International projects
- World Bank–funded projects
Pay Package
- Market competitive lumpsum pay package, based on qualification and experience
Mandate / Charter of Duties
- Review existing LA&R data, processes, and systems across hydropower projects
- Identify operational needs for:
- LA&R
- ESS
- Project Management
- Finance
- Senior Management
- Design integrated GIS/MIS architecture (spatial & attribute databases)
- Define system requirements (data model, user roles, permissions)
- Prepare System Design Documents with timelines and responsibilities
- Support selection/configuration of GIS platforms as per GoP / WAPDA IT policies
- Design spatial databases, audit trails, and data integrity rules
- Develop user interfaces, data entry forms & map visualization tools
- Integrate GIS/MIS with MIS/FM systems for compensation & budget tracking
- Develop data collection, migration & quality assurance protocols
- Conduct data entry/migration with QA/QC
- Configure dashboards, maps, queries & reports
- Design Central LA&R M&E Dashboard with near real-time data
- Recommend advanced tools (Drones, LiDAR, AI)
- Support pilot testing and nationwide rollout
- Prepare SOPs, user manuals & backup procedures
- Propose hosting, maintenance & scaling strategies
- Design and deliver GIS/MIS training for WAPDA staff
- Provide on-the-job coaching to system administrators
- Develop training modules and recommend international short courses
- Coordinate with Social/Environmental Specialists
- Participate in meetings, reports & presentations
- Perform any other task assigned by Project Director / Authority
