Job Title: Climate Change Consultant
Location: Lahore, Punjab
Duty Station: Punjab Provincial Environment Protection and Climate Change Department (EPCD), Lahore

Objective & Scope of Work

UNICEF Pakistan is committed to addressing the impacts of climate change, especially focusing on children and marginalized communities. As part of its program with the Government of Pakistan, UNICEF seeks a Climate Change Consultant to provide strategic guidance and technical expertise in formulating and implementing climate policies, strategies, and plans at the provincial level.

This position will support UNICEF’s efforts to integrate children’s needs into provincial climate action and will help the Environment Protection and Climate Change Department in Punjab develop and execute climate-related frameworks and initiatives.

Key Responsibilities

  • Provide technical support for the development and implementation of climate change policies and strategies.
  • Ensure the child-sensitive approach is embedded in climate action frameworks.
  • Assist in capacity building and coordination with provincial government structures and stakeholders.
  • Contribute to the analysis of climate data, preparation of reports, and presenting findings related to climate change adaptation and mitigation.
  • Promote alignment with international climate agreements (e.g., the Paris Agreement) and disaster risk reduction frameworks (e.g., Sendai Framework).

Required Experience

  • Master’s degree in Environmental Science, Climate Change, or a related field; or a Bachelor’s degree with 7+ years of relevant experience.
  • Proven experience in developing, advising, and implementing climate change and environmental policies, strategies, and frameworks.
  • In-depth knowledge of climate change science, mitigation, and adaptation measures.
  • Familiarity with international climate agreements and frameworks like the Paris Agreement and Sendai Framework.
  • Strong understanding of the government structures, processes, and coordination mechanisms in Punjab.
  • Proficiency in data analysis and reporting, including experience with statistical tools and environmental data.
  • Proficiency in MS Office Suite for reporting and presentations.

Desirable Skills

  • Fluency in English is required.
  • Knowledge of a local language in Punjab is an asset.
