The Khyber Pakhtunkhwa Workers Welfare Board (KP-WWB) invites applications for the Workers Welfare Fund Talent Scholarships for the 2025–2026 academic session — aimed at industrial & mine workers and their children studying at schools, colleges, technical institutes and universities. Scholarships cover monthly stipends, tuition payments (reimbursement/direct payment) and other approved educational expenses for eligible students in School/Intermediate, Graduation and Post-Graduation / Professional programs (Engineering, Medical, etc.). Stipends / Scholarships — Details
Category I — School / Intermediate / Technical (Re-imbursement cases only)
- Eligible disciplines:
a) Children of Industrial/Mine workers encouraged to take admission in WWB-run institutes; if seats unavailable, priority in Cadet Colleges/Public Schools run by Federal/Provincial Government. After Matric/Intermediate, where KP-WWB Higher Secondary Schools exist, priority admission will be given to worker’s children.
b) Intermediate or equivalent courses from Federal/Provincial Boards or recognized institutions.
c) Technical training institutes registered with Provincial TVET bodies / NTB / NEVTEC. - Stipend Rate: Rs. 3,500 per month
- Session: 2025–2026
- Notes: Reimbursement cases only (original fee receipts required).
Category II — Undergraduate (Graduation)
- Eligible disciplines: Graduation degree programs (2-year / 4-year) from public/private universities or affiliated colleges recognized by HEC.
- Stipend Rate: Rs. 4,500 per month
- Session: 2025–2026
Category III — Post-Graduation / Professional / Engineering / Medical
- Eligible disciplines: Post-Graduation degrees recognized by HEC; degrees from Engineering Universities / Medical Colleges registered with HEC and PEC/PMC.
- Stipend Rate: Rs. 5,500 per month
- Session: 2025–2026
Additional financial coverage and rules
- WWF will finance entire higher education (subject to rules) but will not finance two degrees of the same level.
- Semester-wise fees will be reimbursed to students (or paid directly to the university/college) by Fund Secretariat/WWBs. Original receipts needed for reimbursement.
- Stipend duration: Stipend paid only for the period required for degree completion as prescribed by the university. No stipend if the student exceeds prescribed duration (university charges for leftover courses may be allowed but no stipend for extended time).
- No fee for repeated courses or failures will be paid.
- M.Phil./MS & PhD: Educational expenses will be paid for meritorious students admitted on merit.
- For school education, preference for WWB schools; if unavailable, public/private schools per Fund rules; educational expenses (except charity, fines, subscriptions/securities) will be paid/reimbursed. Books, stationery, uniform and transport will be provided similarly to WWB-entitled students.
- All admitting educational institutes under the scheme must open bank accounts in Bank of Khyber for online transfer of dues and stipends.
Eligibility & Policy for Award (Key Points)
- Worker must fall under the definition of workman in IRA 2012.
- Minimum three years’ cumulative service required to avail education facility at post-intermediate level; no service limit for education up to intermediate.
- Worker must be registered with EOBI or ESSI. If not registered, a notarized affidavit plus attestation by the focal Labour Department official (Director Labour or nominee) and two guarantors (employer and President/General Secretary) may be submitted.
- WWF/WWB employees and their families can avail scholarship for only three children.
- Industrial/Mine establishment must be registered under relevant Act/Law or be contributing under Workers Welfare Fund Ordinance (2%) or under Companies Profit participation (5% left out contribution).
- No age limit for the scholarship facility.
- Children of deceased WWF/WWB workers who have been granted death grants are eligible.
- Workers who become disabled during service may have children eligible, subject to disability proof by a legal medical board.
- WWF/WWB employees paid from WWF budget can avail scholarship for their children subject to three years of service.
Rules & Procedures (condensed but complete)
- Student must meet the minimum passing criteria of the admitting school/college / HEC-chartered university. Failure to be promoted will result in discontinuation of the facility.
- Student must enroll in and complete all semester subjects within the HEC-approved timeframe. Extensions may be reviewed only on solid, documented reasons verified by the institution.
- Once registered in a course, students are not allowed to change discipline except by special permission of Secretary (WWF)/Chairman (WWB) and only if no financial loss accrues to the Fund.
- If a student fails to complete a registered degree/course and then gets admission elsewhere to claim another benefit, the worker will be debarred from WWF benefits and may face legal action.
- WWF will not finance two degrees of the same level.
- Education/scholarship facility extends to children of retired, disabled, deceased workers and to workers laid off due to closed/non-functional industries.
- Semester fees will be reimbursed or paid directly to institutions by Fund Secretariat/WWBs.
- Stipend is limited to the prescribed period for degree completion; no stipend beyond that period. University charges for leftover courses may be allowed; no payments for repeated courses or failures.
- Once enrolled, transfers to another institution are not permitted unless Secretary (WWF)/Chairman (WWB) approves and there is no financial loss to the Fund; credits not accepted by the receiving institution must be borne by the student.
- M.Phil./MS & PhD funding applies only to those who gain admission on merit.
- For school education, workers are encouraged to enroll their children in WWB schools; otherwise public/private schools per Fund rules.
- Colleges/universities under scheme must open Bank of Khyber accounts for online payments of dues and stipends.
Documents to Attach with Scholarship Form (All documents must be attested by a Gazetted Govt Officer BPS-17 or above — except items specifically noted)
- Scholarship form duly attested by Management & CBA of the establishment.
- Offer letter from the concerned university/college/institute (for direct payment cases).
- Passport-size photograph of the student.
- Attested copy of Computerized National Identity Card / Birth Certificate / Form B of the student.
- Attested copy of CNIC of the worker.
- Attested copy of EOBI or ESSI card; if worker not registered, provide notarized affidavit + attestation by focal Labour Dept. official.
- Attested copies of DMCs / Certificates / Degrees of previous examinations passed.
- Original Service Certificate from the concerned factory.
- Original Salary Certificate from the concerned factory.
- Copy of relevant registration Act/Law of the industrial/mine establishment or certificate of payment of 2% under Workers Welfare Fund Ordinance or certificate of 5% contribution under Companies Profit (Workers Participation) Act 1968 — attested by the industrial/mine establishment.
- Undertakings on stamp paper (as per WWF specimen) along with attested copies of CNICs of guarantors mentioned in the undertaking.
- Original fee receipts / payment vouchers of fees paid to the university (Reimbursement cases only).
- Registration & affiliation proof of the institution with the concerned Board / University / Chartered Institute recognized by HEC / HERA / PMDC / PEC.
- (Note in ad) Only one Post-Graduation level course will be financed by WWF Islamabad (subject to rules).
How to Apply
- Download the prescribed scholarship form from the KP-WWB official website or obtain it from the Scholarship Section / Zonal Offices. Forms also available on the portal: https://labourris.kp.gov.pk/scholarship. For email queries/forms: kpwwbscholarship@gmail.com.
- Fill the prescribed form completely and attach all required documents (see list above). Ensure documents are attested where required.
- Submit physical forms to the designated office:
- Scholarship Forms related to Peshawar & adjoining districts: Scholarship Section, KP-WWB Plot No. 2, Sector A-3 near FIA Building, Phase-5, Hayatabad, Peshawar.
- Industrial/Mine unit / workers related to Zonal Offices (Haripur & Bannu zones) should submit to their respective Zonal Offices (do not submit these to the Main Office).
- Online submissions: Follow the instructions on the KP-WWB scholarship portal (https://labourris.kp.gov.pk/scholarship) for online apply/upload where applicable.
- Deadlines: Submit within the dates listed under Scholarships Overview above. Applications will not be entertained after due date.
- Keep original receipts and documents available for verification and reimbursement processing.
Terms & Conditions
- Any fake, illegal or incorrect documentation detected during physical verification entitles KP-WWB to take legal action against the worker/management.
- Only attested documents (by Gazetted Officer BPS-17 or above) are acceptable except where otherwise specified.
- Scholarship forms for Haripur & Bannu zones must be submitted to respective Zonal Offices; forms for those zones will not be received at Scholarship Section, Main Office Peshawar.
- WWB/WWF may finance expenses directly or reimburse on production of original receipts; ensure timely submission of reimbursement documents.
- One Post-Graduate level course will be financed by WWF Islamabad (subject to merit rules).
- All admitting institutions must be properly registered/affiliated with the concerned Board/University/HEC/Professional Councils.
- The Fund reserves the right to verify industrial/mine establishments and workers’ claims; false claims will be prosecuted.
