- Federal Government employees domiciled in Punjab
- Punjab Government employees with at least 4 years of service
- Special Persons are allowed up to 15 years age relaxation under Punjab Civil Servants Recruitment Rules, 1976

Examination Rules & Passing Criteria
- Minimum 40% marks in each paper
- Minimum 50% aggregate (600 marks) to qualify for interview
- Minimum 50% marks in interview for final merit list
- Negative marking: 0.25 mark deduction for each wrong MCQ answer (General Knowledge)
- All candidates must appear in all compulsory subjects
